What is an Appraisal Review?

 
An appraisal review is an independent examination of an existing real estate appraisal report. The reviewer evaluates the report for accuracy, completeness, compliance with USPAP (Uniform Standards of Professional Appraisal Practice — required for all real property appraisals in Alaska under AS 08.87.135), and the reasonableness of the appraiser’s conclusions.
 
The review may confirm the original value, identify needed corrections, or determine that the appraisal is not reliable. Unlike an original appraisal — which develops a new opinion of value — a review focuses on assessing the quality and validity of someone else’s work. Reviews range from simple desk reviews (examining only the written report and data) to more thorough field reviews (including an on-site inspection of the property). The result is a second opinion that helps the client decide if the original report is credible and defensible.
 
Appraisal reviews are commonly requested by banks and lenders for risk management and regulatory compliance, by attorneys in litigation to challenge or support an opposing appraisal, and by owners or investors seeking an independent check before major decisions. An increasingly common use is when a borrower believes the appraisal used for their loan was substandard — a review can provide the evidence needed to negotiate with the lender.

Who orders Appraisal Reviews & When?

Appraisal reviews are used in many real-world situations where someone needs an independent check on an existing appraisal. Here are the most common reasons for a review and who typically hires us to perform a review:

Lenders & Banks

Banks and federally insured lenders order reviews to confirm the original appraisal meets their guidelines, is accurate, and supports the loan amount. This is often required for risk management, regulatory compliance, or high-value/complex loans. A review can at times replace the need for a second full appraisal.

Appraisal Management Companies (AMCs)

AMCs hire reviewers to perform quality control and compliance checks on appraisals submitted by field appraisers — ensuring reports are USPAP-compliant and reliable before sending them to the lender. Often, AMC’s don’t have a qualified reviewer on staff who is qualified to perform review appraisal work in Alaska.

Attorneys in Litigation

Lawyers in divorce cases, eminent domain/condemnation proceedings, tax appeals, partnership disputes, or estate battles hire reviewers to critique an opposing appraisal, provide rebuttal evidence, or support their side’s position in court. Often, we’re hired to help determine a litigation plan for a case (which falls into appraisal consulting)

Borrowers — Commercial Real Estate
